It shows a left turn from Bishopsgate Street into Broad Street. This was not possible as the first photo shows.
Photo taken Monday 29th shows junction of Bishopsgate Street and Broad Street. But the road is closed completely. Cars seen ignoring the Road Ahead Closed signs and having to turn round. By Wednesday 31st the road was partially open to allow traffic travelling towards Five Ways to turn into it.

Photo taken Wednesday 31st. An Alternative Route sign has now been erected in Sheepcote Street to show the obviously best route to Five Ways – turn right along Grosvenor Street West.
